Get in the shower in the morning and the water would be scalding hotno cold water because the hot water had forced its way over to the cold water line. If the slower flow continues but stays HOT the cold water shut off valve is defective and the test will not be valid.
We get hot water for a minute or two out of the cold faucet and hose bib closest to the water heater.

When it is unused for 15 - 20 minutes the hot water forces its way back up the cold line from the tank and will do it again. If you cannt live with the hot water delay try the shark bite check valve - you dont need to solder just cut and insert in the correct direction - minimally it will keep the cold from going up the hot even if it prevents the hot from returning down the line thus the delay returns. If so and the lines are close to each other and uninsulated its entirely possible to have the hot line heat the cold while the water is sitting. Their isnt anything you can really do about it besides insulate the pipes get them further away from each other or remove the re-circulating loop. Turn them to the cold side but not on.

With a demand hot water system a pump is attached to hot and cold water lines under the kitchen or bath fixture that is farthest from the water heater. At the press of a button the cool water that normally runs down the drain is recirculated back to the water heater through the cold water line and water from the hot water heater is brought to the faucet. Also if you are sure the hot water heater is full of water you can let it heat with the pump off then it will have less pressure inside the tank to push back into the cold water lines. LG Washer when set to cold or tap cold will pull from the correct cold water line but all the water coming in through the hose is hot. If I choose the hot setting it will pull hot water from both lines.

Replace the cold water shut off valve and continue the test. If the water turns COLD you have cold water crossing over to the hot. The cooled water that is pumped into the cold-water line pushes water back into the tank for reheating.
When hot water reaches the farthest point of use a temperature-sensitive switch shuts off the pump. Although this system works well you do end up with some warm water in cold-water lines when the pump has been running.
