It takes a couple minutes of operation for this to happen and will only happen if you move the machine or use the hydrulics. The oil level is too low.
It really isnt a cap it is a PVC fitting screwed into the reservoir with a Black CapFilter on top of the PVC fitting.
Hydraulic fluid coming out of cap. The oil level is too low. Low enough that the intake port or pick-up tube in a reservoir is able to draw in air. This can cause aeration of the oil and as that bubbly or foamy oil rushes back to the tank it can be more than the tank volume and can come out of the vent cap.

YM1700 I saw a thread about this that said to check the vent tube under the. When I checked again I could see a bit of fluid and some bubbles coming out of the dipstick on the cap. It really seems like its air trapped in the system not getting out.
My understanding is the system should basically burp itself but it appears that is either not happening as expected or there is air entering the system from somewhere it should not be. I can tell you that when the fluid starts coming out it does so as a result of pressurization of the reservoir tank. When it happens it will go for 15 20 seconds before stopping.
About a ½ to a full quart of fluid is lost each time. If I remove the hydraulic filler cap during one of these sessions the overflow immediately stops. If it it is leaking out cap it is most likely over full.
If not over full return line in resivoir may have bad o-ring or missing defuser screen. Sometimes however a leak that looks like its coming from cap is actually coming from bad o-ring on back side of power unit. Loosen power unit move it out and clean fluid mess up.

Yes you can get fluid to blow out the vent cap under the pump cover if you do not power the tower down and is not uncommon especially if the power unit was over filled. I know that being able to see the fluid level in the filler is kind of hard because of the color of the elbow where you fill the power unit on the tower you want to just see fluid at the bottom of that elbow. Air in the system froths up and it is the frothy foam that is coming out.
Check the breather If it is clogged with caked on dirt clippings dust the warm air has no where to go. Some systems breathe through the cap threads same as Toro fuel tanks except for the Californian compliant models which have a complicated breather complete with carbon filters. Repair or replace worn parts and loose packing. Check oil to see that viscosity is not too low. Check for excessive contamination or wear.
Bleed air and check for leaks. Check to see that oil intake is well below surface of oil in reservoir. Check pump packing and line connections on intake side by pouring hydraulic oil over suspected leak.

Over fill with hydraulic fluid and hope the water gets pushed out. Change the fluid - dont know if this is necessary and could potentially. Expose more parts to water.
